Purpose. This is a Request for Proposal (“RFP”) issued by the Office of the Ohio Consumers’ Counsel (“OCC”) to solicit proposals from Independent Contractors to provide timely technical assistance to effectively determine the initial standard service offer (SSO) including the terms and conditions for all of Ohio electric distribution utilities (EDUs) choosing to file an electric security plan (ESP) before the Public Utilities Commission of Ohio (PUCO) as required by Senate Bill 221.
